There are twenty-eight DEOs, which are identified by the same boundaries as the Political Constituencies. The DEOs are made up of a main committee and a number of Standing Committees whose functions relate closely to the Sectoral Standing Committees
The DEOs are operated by volunteers. Membership is drawn from the communities, which they are intended to serve the following main functions:

Develop a mechanism to facilitate the conduct of damage assessment, needs analysis and relief distribution
